how are they able to get access to them and able to scoop out the original voice and put theirs over it? Thanks!

Easy........
1. Record the trailer from your TV or Radio onto your system.
2. Replace the announcer sections with other music or SFX.
3. Record your voice over the announcer sections.
With a little practice you'll find that the new music/sfx you've added behind your voice sections will blend right in with the actor's dialogue if done correctly.

There is usually plenty of space on most trailers to eliminate the original voice and replace it with yours -- a little editing and it has integrity.
Keep in mind, the main thing you want to focus on is your voice... so you want to make it more compact than the original.
Plus if you are doing audio only, you will find much of the sound backing the featured visuals can be eliminated....or spoken over.

Here's one -- very short -- but gets the job done.
Also, many DVD's have a selection of trailers included for the film on that disc, plus other films. That way you get top notch sound quality you can't get from radio, TV or the internet.

That's true Michael. I had forgot about using actual DVD movies. The ones I've used are from digital stereo satellite though.
